The Town of Oro Valley Neighborhood Preservation Division enforces property maintenance standards under the Town Code. Blighted conditions include accumulated debris, junk, or refuse visible from public areas; inoperable or unregistered vehicles on residential property (limited to one inoperable vehicle stored behind an opaque screen); damaged or deteriorated structures including broken windows, damaged roofing, and peeling paint; graffiti (must be removed within 15 days of notice); and overgrown or dead vegetation that creates fire hazards or attracts vermin. The Town operates primarily on a complaint-driven basis -- residents can report blight via the Oro Valley website, phone, or the OV Connect app. After a complaint is received, an inspector conducts a site visit and issues a notice of violation with a compliance deadline, typically 10 to 30 days depending on the severity. The Town works cooperatively with property owners to achieve compliance before pursuing penalties. In HOA communities, the association's architectural review process often addresses blight before Town enforcement becomes involved.
First violations receive a written notice with a compliance period. Unresolved violations may result in civil citations with fines starting at $100 and escalating to $2,500 per day for continued non-compliance. The Town may abate nuisance conditions and assess costs against the property.
