Reedley enforces property blight standards under City Code Sections 4-2-3 and 10-16-4. A blighting influence exists when deficiencies cover more than 25 percent of any wall, exterior surface, roof, or paved area as viewed from any off-site vantage point. Cracked walls, deteriorated fences, peeling paint, and dilapidated structures all constitute violations subject to administrative citation and abatement.
Reedley City Code Section 10-16-4 establishes real property maintenance standards requiring that every foundation, exterior wall, window, roof, and other exterior surface be free of holes, cracks, breaks, loose or rotted wood, and any condition allowing moisture, vermin, or insects to enter. Fences, exterior doors, windows, decorative walls, perimeter hedges, and screen enclosures must be maintained in good repair. A blighting influence under this chapter exists when deficiencies represent more than 25 percent of the area on any single wall, exterior premises, structure, roof, or paved surface as viewed from any off-site vantage point. Section 4-2-3 further defines property nuisances to include accumulations of filth, garbage, litter, rubbish, combustible trash, and decaying matter on any property unless contained in a proper receptacle. Abandoned or dismantled appliances, inoperable vehicles, used lumber, scrap metal, and salvage materials visible from the street or stored in unsecured areas accessible to minors are also nuisances. Buildings that are abandoned, vacant, partially destroyed, or left in an unreasonable state of partial construction qualify as nuisances. All repairs and installations must comply with applicable Reedley codes and the California Building Code. The city may pursue abatement at the owner's expense when voluntary compliance is not achieved.
Property owners who fail to maintain their property face administrative citations under Reedley City Code Chapter 12 (Administrative Citations). Penalties must be paid within 15 calendar days or appealed to the city manager. The city may abate nuisances directly and recover actual costs including investigation, administration, and physical abatement expenses from the property owner. Abatement liens may be recorded against the property. Abandoned buildings and structures in disrepair may be condemned under the California Building Code.
