Simi Valley enforces property maintenance standards to prevent blight and maintain neighborhood quality. Properties must be kept free of junk, debris, inoperable vehicles, and conditions that create health or safety hazards.
The Simi Valley Municipal Code establishes property maintenance standards requiring all properties to be maintained in a condition that does not constitute a public nuisance. Prohibited conditions include accumulation of junk, trash, or debris visible from public view; inoperable vehicles not in enclosed garages; graffiti remaining more than 72 hours; broken or boarded windows; overgrown vegetation; and peeling or deteriorating exterior paint. Property owners are responsible for maintaining sidewalks, fences, and landscaping fronting their property. The city's Code Enforcement division operates primarily on a complaint-driven basis but may conduct proactive inspections in areas with recurring issues. The city may declare a property a public nuisance and pursue abatement if the owner fails to comply.
Code Enforcement issues notices to comply with 10 to 30 day deadlines depending on severity. Failure to comply results in administrative citations starting at $100 for first violation, $200 for second, and $500 for subsequent violations within one year. The city may perform abatement and lien the property for costs plus administrative fees.
