Because uncleared sidewalk snow and ice is treated as a nuisance under Chapter 8.14, the same complaint-driven inspection process applies: city staff can act on their own observation of an icy sidewalk or after a complaint from any person under § 8.14.080, and can abate the hazard themselves and bill the property owner under § 8.14.130 if the 24-hour window passes without action.
