Warwick, RI Property Maintenance: Snow & Sidewalk Clearing (2026)

Section 70-102(a) requires the owner of any lot adjoining or including a priority sidewalk to make it safe for pedestrians within 72 hours after snow or ice stops falling, or within 72 hours after it otherwise accumulates on the sidewalk, either by removing it or covering it with sand or another suitable substance. A 'priority sidewalk' is one on a list published by the director of public works, and Section 70-101 gives a new listing a 30-day grace period before it counts. Section 70-102(b) lets an owner satisfy the duty by keeping an alternate path, such as through a parking lot, safe and passable the entire length of the sidewalk, even if the actual sidewalk itself stays uncleared.

Section 70-103(c) exempts owners who are natural persons and obtain a hardship determination, including Social Security Disability documentation or proof of age 62 or older submitted to the department of human services; exempted properties go on a 'do not tag for violation' list shared with the Warwick Police Department. Owners of property on a state road with no priority sidewalk are also exempt. Section 70-104 lets the director of public works, in addition to police officers, issue municipal court summonses for violations.
