In the City of Westland, Wayne County, Michigan, an owner may not let snow or ice sit on the sidewalk fronting, alongside, or behind their house, premises, building, or lot for more than 24 hours after it falls or forms. Within that 24-hour window the owner must remove it or spread enough salt, sand, or ashes to make the sidewalk safe for pedestrians. If the owner still hasn't acted 48 hours after the city posts or mails a violation notice, the city or its contractor can clear the snow and ice itself and bill the owner, adding the cost, plus a 10 percent administrative fee if unpaid within 30 days, as a lien against the property.
