Livonia requires property owners to clear public sidewalks abutting their property within 24 hours after snowfall ends. Snow cannot be pushed into the street.
Chapter 12.04 of the Livonia City Code obligates each property owner or occupant to clear ice and snow from the sidewalk abutting their property within 24 hours after the end of a snow event. The full width of the walkway must be cleared down to the concrete where practical, and salt or sand may be applied. Piling snow into the traveled portion of the street or across a neighboring driveway approach is prohibited and creates a secondary violation. At intersections, corner lot owners must also clear the pedestrian ramps at crosswalks. For commercial properties and multi-family complexes, the same timing applies but parking lots and fire lanes must also be kept passable for emergency vehicles. The DPW plows major roads and most subdivision streets; homeowners are responsible for the public walk. Failure to clear produces a written warning first, then a municipal civil infraction with fines starting around 50 dollars. Repeat offenders may have the walk cleared by a city contractor with costs billed back.
