Owners of vacant parcels in Livonia must meet the same weed, grass, and debris standards as occupied lots under Chapter 8.28 of the City Code. Grass and noxious weeds must be kept below 8 inches, and property must be clear of trash, broken concrete, abandoned materials, and yard waste piles. Vacant lots that collect standing water sufficient to breed mosquitoes are also a public nuisance under the Wayne County health regulations. When a complaint is received, the Inspection Department sends a Notice of Violation with 10 to 14 days to cut or clean the lot. If the condition is not corrected, DPW contractors can mow or remove debris and the cost, plus an administrative fee of roughly 50 percent, is charged against the property. Repeat chronic lots are placed on a seasonal cutting schedule with pre-authorized billing. Fencing is required around vacant structures to prevent trespass. Absentee owners must list a local contact with the Inspection Department.
