Under Riverside County Ordinance No. 745, residents in compulsory-collection areas may not place a cart at the street more than 12 hours before pickup and must remove it within 12 hours after collection. Residential waste must be out by 6:00 a.m. on the designated day.
Trash-bin placement and storage in unincorporated Riverside County are governed by Ordinance No. 745 (as amended through 745.4), the County's compulsory solid waste and recyclable material collection ordinance. Section 4.C provides that no container shall be placed adjacent to a street for collection more than twelve (12) hours prior to collection day, and all containers shall be removed from the street onto the owner's property within twelve (12) hours after collection. Section 4.E requires that all residential solid waste and recyclable materials be placed out at the curb pickup site by 6:00 a.m. on the designated pickup day. Section 4.D prohibits any person from tampering with, removing from, or depositing material in any container without the owner's permission. The ordinance establishes a three-container system (gray for trash, blue for recyclables, green for organic waste) and requires generators to keep designated materials in the correct container. Beyond Ordinance 745, leaving carts permanently stored in public view or allowing them to contribute to a blighted condition can also be addressed as a rubbish or nuisance issue under Ordinance No. 541. Violations of Ordinance 745 are subject to administrative or criminal citations under Section 13 and may be abated as a public nuisance under Section 14.
Containers left at the curb outside the 12-hour windows, or tampering with another's container, violate Ordinance 745 Sec. 4 and are subject to administrative citation, criminal citation, and abatement under Sec. 13-14.
