Overfilled carts (lids cannot close) may be refused, and contaminated recycling or organics carts are subject to tagging and future surcharges under SB 1383. Code Enforcement issues warning notices first; continued violations become administrative citations of 100 dollars, 200 dollars, and 500 dollars under Ordinance 725 general nuisance provisions. HOA rules that require stricter screening are enforceable separately.
