No person shall accumulate junk, or permit junk to be accumulated on a lot that is used for residential purposes or on a vacant lot that is adjacent to a lot used for residential purposes, except in accordance with all of the following regulations: (1) The accumulation shall be stored in sturdy, vermin-proof, closed containers, or on platforms elevated not less than 18 inches above the ground; ... (3) The accumulation shall not be strewn about or maintained in an unsightly condition.

County Code Section 68.703 lets junk accumulate on a vacant lot next to a home only if it stays 4 feet from any structure, 15 feet from the rear line, 10 feet from side lines, and entirely out of the front yard. Even within those limits, the pile must sit in vermin-proof containers or on platforms 18 inches off the ground, stay screened by an opaque fence or tarp at least 2 feet taller than the pile, and never become a fire hazard or unsightly.
