Putnam County, FL Property Maintenance: Vacant Lot Maintenance (2026)

Putnam County Code § 8-187(a)(1) lists 'accumulation of junk, debris, dead organic matter, garbage, offal or rat harborage' as the first of the conditions that make any premises, improved or not, a substandard premises under the county's Nonresidential Property Maintenance Code. The provision reaches a lot regardless of whether it carries a building, and Sec. 8-187(a) specifically extends the same list of conditions to material found 'within any open watercraft, truck beds, and trailers' sitting on the property, so a vacant parcel used to store junk in an open trailer is treated no differently than one where debris is piled on the ground.

A vacant lot can trip several of the article's other listed conditions at once: lack of maintenance on landscaping or fencing under item (2), accumulation of combustible material under item (3), and overgrown grass, weeds or underbrush that the fire marshal calls a fire danger under item (10) all commonly accompany an unmaintained, unimproved parcel. Once the manager of codes enforcement, within the department of planning and development services, documents the condition, the owner is subject to inspection under Sec. 8-189, either by consent or an administrative search warrant, and the case can proceed to a special magistrate hearing for a compliance order requiring the lot to be cleared. An owner or party in interest aggrieved by the special magistrate's order may appeal to the circuit court within 30 days under Sec. 8-190.
