St. Lucie County Code Sec. 38-28 applies whether a lot is improved or unimproved, so vacant lots must be kept clear of overgrowth, trash and debris. Under Sec. 38-27, once a lis pendens or foreclosure action is filed, the mortgagee must register the abandoned property with county code enforcement within ten calendar days and designate a local agent for its security and maintenance; registration costs $100 per year for residential ($150 multifamily/commercial). Port St. Lucie regulates empty parcels separately under Chapter 43, Unimproved Real Property Nuisances.
Failure to register or maintain abandoned property is a code violation; the county may abate overgrowth and place a non-ad valorem assessment lien for its costs.
