Under TMC Chapter 963 (weed and litter) and Chapter 1726, vacant lot owners must cut grass and weeds to under 8 inches, remove any dumped materials or debris, and prevent the lot from becoming a nuisance. Toledo maintains tens of thousands of vacant lots many owned by the Lucas County Land Bank or private speculators. When code enforcement issues a notice to a private owner and the owner fails to abate, the city contracts mowing or cleanup and places the cost as a lien on the property collectible through the tax bill. Lots adjacent to residents may be acquired through the Side Yard Program from the Land Bank for a nominal fee (often 100 to 300 dollars) allowing neighbors to maintain them as yard space.
