010 as knowingly approaching, accosting, or stopping another person in a public place to solicit money or a thing of value, by spoken words, gestures, written signs, or other means; passively sitting or standing with a donation sign, without directing a solicitation at any specific person, is expressly carved out of that definition. 020 then lists four conditions that make panhandling unlawful regardless of location: conduct toward the solicited person that is intimidating, threatening, coercive, or obscene and causes reasonable fear for personal safety; directing fighting words at the person solicited; knowingly touching or grabbing that person; or, on a sidewalk or other pedestrian passageway, obstructing the person's passage or forcing them to take evasive action to avoid contact.

030 separately targets roadway solicitation: it is unlawful to panhandle, solicit business or contributions, or collect money directly from a vehicle occupant on a public street or highway if doing so requires entering the traveled portion of the road, including bike lanes, street gutters, or parking areas, or standing on a median separating traffic lanes, or if vehicles cannot safely pull into a legal parking area to complete the exchange. Subsection (B) bans panhandling or solicitation from vehicle occupants entirely on any interstate or state highway, including its entrances and exits.
