020, most recently amended by Ordinance 3625 in 1989, makes it unlawful to consume in public or openly display any open container of fermented malt beverage, malt, vinous or spirituous liquor that still has a measurable amount of liquid in it, on any street, highway, alley or public parking lot provided for public use, or in any city park or recreation area. The only carve-out is for fermented malt beverage, malt and vinous spirits consumed in a city park or recreation area under a valid permit issued under municipal ordinances; distilled spirits are not covered by that exception.

A second, separate prohibition in the same section bars keeping an open container of any of those beverages inside a car anywhere on a city street, highway, alley or public parking lot unless it is locked in the trunk; a glove compartment or console does not qualify. The ordinance defines fermented malt beverage, malt liquor, vinous liquor and spirituous liquor by cross-reference to the Colorado Beer Code and Colorado Liquor Code, so any product meeting those state definitions triggers the local ban.
