Midwest City, OK Public Conduct: Aggressive Panhandling (2026)

Under Midwest City Code of Ordinances § 24-325, no person may stand in a roadway to solicit a ride, donation, employment or business from the occupant of a vehicle. The same section separately bars standing on or near a street or highway to solicit watching or guarding a vehicle that is parked or about to be parked. Because "donation" is included alongside rides, employment and business, this reaches curbside and median panhandling directed at drivers, not just hitchhiking or day-labor solicitation. It sits in the traffic code's pedestrian article, so it is enforced as a traffic-safety rule rather than a stand-alone panhandling ordinance, and it applies only to soliciting from vehicle occupants in the roadway: it does not reach sidewalk begging away from the street.
