020, titled "Crossing in crosswalks," states plainly: no pedestrian may cross the roadway in any business district except within a crosswalk, or within an unmarked crosswalk at an intersection. 010, controls where those crosswalks actually exist. 010(A), the city engineer designates and maintains crosswalks with paint, markers or signs at intersections and at any other location determined to pose a particular hazard to crossing pedestrians. Subsection (B) limits mid-block crossings specifically: outside of intersections, no crosswalk may be established in a block shorter than 300 feet, and no more than one additional crosswalk is permitted per block, placed as near to the midpoint as practicable.

Together the two sections mean a pedestrian crossing outside a marked or unmarked intersection crosswalk in the business district, where no mid-block crossing has been established, is crossing unlawfully. 030, separately bars standing, stopping or loitering in any roadway or crosswalk except to avoid a traffic conflict or on a police officer's direction, reinforcing that the roadway itself, not just the act of crossing, is off-limits to lingering pedestrians. 12 does not define on its own. 010: violating any provision of the code is an infraction, punished under subsection (b) of Government Code § 36900, with each day a violation continues charged as a separate offense.
