030, Pedestrian crossings, requires pedestrians to use due care when crossing the roadway and bars crossing anywhere except in a crosswalk within a business district, and at other places within or outside business districts where crosswalks are present. The code defines due care as what a reasonably careful person would apply, recognizing an immediate danger of collision with a moving vehicle or a human-powered device and refraining from attempting the crossing under those conditions; the same subsection clarifies this duty does not relieve a driver of the separate duty to exercise due care for pedestrians in the roadway.

010, which directs the city engineer to establish and maintain crosswalks at all intersections within a business district and at other locations presenting a particular hazard, with a floor of at least four hundred feet between mid-block crosswalks outside intersections. 020, bars standing in any roadway outside a safety zone or crosswalk if doing so interferes with the lawful movement of traffic, though that section exempts on-duty public officers, employees, and utility workers. 030 was adopted by Ordinance No. 2587 effective January 20, 2026, it reflects the city's current, most recently amended crossing standard rather than an older prior-code provision.
