Between adjacent intersections at which traffic control signals are in operation, pedestrians shall not cross at any place except in a marked crosswalk.(3)Pedestrians shall move, whenever practicable, upon the right half of crosswalk.(c)Duty to yield right-of-way to vehicles at certain places.(1)Every pedestrian crossing a roadway at any point other than within a marked crosswalk or within an unmarked crosswalk at an intersection shall yield the right-of-way to vehicles upon the roadway.(2)Any pedestrian crossing a roadway at a point where a pedestrian tunnel or overhead pedestrian crossing has been provided shall yield the right-of-way to all vehicles upon the roadway.(d)These regulations are intended to reinforce and be supplemental to the regulations regarding pedestrians found in Ark. Code § 114-7(b)(2) requires pedestrians to cross only within a marked crosswalk between adjacent intersections where traffic signals are operating. Outside that, at an unsignalized mid-block point, or anywhere other than a marked or unmarked intersection crosswalk, § 114-7(c)(1) flips the right-of-way: the pedestrian must yield to vehicles on the roadway rather than the other way around. Where signals or marked crosswalks are in place, drivers must still stop for a pedestrian already in the crosswalk, and other drivers may not pass a vehicle stopped for that purpose.
