(b)It shall be unlawful for any person to loiter at, on or in a public place open to the public in such manner as to:(1)Interfere, impede or hinder the free passage of pedestrian or vehicular traffic, [1] or(2)Threaten or do physical harm to another member or members of the public; or(3)Threaten or do physical harm to the property of another member or members of the public; or(4)Create, by words, acts or other conduct, a present danger of a breach of the peace or disorderly conduct.(c)It shall be unlawful for any person at a public place or place open to the public to refuse to identify himself, by name and address, at the request of a uniformed law-enforcement officer or a properly identified law-enforcement officer not in uniform, if the surrounding circumstances are such as to indicate to a reasonable man that the public safety requires such identification. ... (e)Any person violating any provision of this section shall be guilty of a class 1 misdemeanor.

Sec. 17-7(b) makes it unlawful to loiter at, on or in a public place, or a place open to the public, in a manner that interferes with or hinders the free passage of pedestrian or vehicular traffic, threatens or does physical harm to another person or their property, or creates by words, acts or other conduct a present danger of a breach of the peace or disorderly conduct. Sec. 17-7(a) defines loiter broadly to include standing around, remaining, or parking a vehicle at such a place while engaging in that prohibited conduct, and defines public place to cover streets, sidewalks, parks and public buildings, while place open to the public reaches privately owned businesses, parking lots, places of worship and similar locations the public is invited into.
