Craighead County, AR Public Conduct: Loitering Rules (2026)

03 of the Craighead County Code establishes security rules specifically for the Bono Lake property, a county-owned facility in unincorporated Craighead County. It makes it unlawful for a person to commit loitering, defined as purposely remaining unlawfully in or upon the premises of the Bono Lake facility, so the prohibition is tied to the specific county property rather than public streets or sidewalks countywide. The same section pairs the loitering ban with three related restrictions aimed at protecting the Bono Lake grounds: riding horses anywhere other than the established trails, hunting or discharging firearms on the property, and operating an ATV, UTV, or side-by-side vehicle there.

The Quorum Court passed the ordinance in 2019 to address security concerns at the facility, and it repeals any prior conflicting ordinances. Because this is a location-specific security ordinance rather than a general public-nuisance loitering law, it applies only within the bounds of the Bono Lake property; conduct on other public or private land in the unincorporated county is not reached by this section.
