Franklin County, NC Public Conduct: Loitering Rules (2026)

Franklin County bans loitering at both tiers of its solid waste system. Section 24-65 makes it unlawful for any person or persons to loiter or congregate on the county solid waste transfer station property, and it separately bars leaving any vehicle unattended there; an unattended vehicle is towed away and placed in storage at the owner's expense. Section 24-94 imposes the identical rule at the county's convenience and recycling centers: no loitering or congregating on the property, and any vehicle left unattended is towed and stored at the owner's expense.

Both bans sit alongside, and are enforced the same way as, the chapter's separate scavenging prohibition in §§ 24-64 and 24-93, which bars removing items from a container or climbing on, around, or inside one without written permission from the solid waste manager. The administrative penalty schedule in § 24-5(b)(4)b sets a specific dollar figure for this conduct: 'Scavenging/loitering' draws a $50.00 penalty per offense, separate from, and in addition to, any towing cost the vehicle owner has to cover to retrieve an impounded vehicle from storage.

Because both § 24-65 and § 24-94 apply countywide to every transfer station and every staffed convenience or recycling center Franklin County operates, the loitering ban is not limited to one facility; it reaches the full network of sites where residents and haulers drop off solid waste and recyclables.
