South Jordan, UT Public Conduct: Loitering Rules (2026)

South Jordan City Code § 12.04.130, "Congregating On Sidewalks," makes it an infraction for any person or group to congregate about or upon sidewalks, stairways, doorways, or windows, or in front of businesses, dwelling houses, theaters, lecture rooms, or churches, when doing so obstructs or interferes with the free passage of people entering, leaving, or using those buildings or premises. The rule sits in the streets-and-sidewalks title alongside snow-removal and street-obstruction duties, and the chapter's general penalty clause, § 12.04.140, sets violations of Chapter 12.04 at a Class B misdemeanor punishable by fine, imprisonment, or both.
