Full Breakdown
901 to the Howard County Code to shut down commercial 'party house' operations. Subsection (a) prohibits any person or entity from promoting, organizing, or hosting a party or other for-profit entertainment at a residential property that is rented or used for 30 days or less, where the general public is admitted, unless the use is separately approved under the Howard County Zoning Regulations. The 30-day threshold ties the ban directly to short-term and vacation rentals: a homeowner renting a house through an online platform for a weekend and then charging the public admission to a ticketed event on the property falls squarely within the prohibition.
Subsection (b) assigns enforcement to the Howard County Police Department rather than a code-enforcement or licensing office, signaling that the county treats this as a public-safety matter rather than a zoning paperwork issue. 00 for every subsequent offense. 901(c) dispenses with any advance notice-of-violation requirement, so police can issue a citation the first time officers document a qualifying party rather than warning the host and giving time to cure the violation.
Violations & Fines
A violation is a Class A civil offense, Howard County's most serious civil tier, carrying a penalty of up to $2,500.00 for a first offense and up to $5,000.00 for every offense after that. The Howard County Police Department can issue the citation on the spot; the statute does not require a prior notice of violation before citing a host.
