Section 142D.3 prohibits smoking in nearly all enclosed public places and workplaces, including restaurants and bars, and in certain outdoor areas such as seating areas of outdoor sports arenas, stadiums, amphitheaters, and outdoor restaurant seating. Limited exceptions cover state-licensed casino gaming floors. Iowa HHS enforces statewide. The Act broadly preempts stricter local smoking ordinances on private property, so Iowa City cannot ban outdoor smoking citywide on private premises. The City may restrict smoking on its own property, including parks and the Pedestrian Mall.
