Lynnwood, WA Public Conduct: Outdoor Smoking Restrictions (2026)

020(L) states plainly that no person shall smoke, light or otherwise use any tobacco product in any public park, with no carve-out for designated smoking areas the way some cities allow. 010 give the ban real teeth: "electronic smoking device" is defined broadly to include an electronic or battery-operated device that simulates smoking through inhalation of vapor or aerosol, expressly naming electronic cigarettes, cigars, cigarillos, pipes, vape pens, steam stones and electronic hookahs, and "tobacco product" is defined to include any form of tobacco that is smoked and any form of smokeless tobacco, including vape oils.

Subsection (L) itself defines "use" for its own purposes to include the smoking or carrying of any kind of lighted tobacco in the form of a cigarette, cigar, pipe or other lighted smoking equipment, or the activation or other use of any electronic smoking device, meaning simply carrying a lit cigarette through a park violates the rule, not only actively puffing on it. The city added the electronic-smoking-device language through Ord. 3249 in 2017, updating a park-conduct framework that runs back to the original 1969 parks ordinance, Ord.

521, and intervening revisions in 1979, 1989, 2013 and 2016. "Public parks" is defined to mean all properties owned and controlled by the city and operated as parks for public use, so the ban covers Lynnwood's full park system, not a subset of higher-traffic sites.
