Under Chapter 9.04, smoking is banned not just indoors but across most outdoor public areas within San Rafael city limits: parks and other recreation areas, open space, service areas, dining areas (including outdoor restaurant seating), common areas of apartment and condo complexes, and, a citywide-notable exception, every sidewalk and pedestrian path in the Downtown core (bounded by Hetherton, Second, Miracle Mile, Fourth and H Streets, and Mission Avenue).
