Tinley Park, IL Public Conduct: Outdoor Smoking Restrictions (2026)

Section 133.04, adopted by Ord. 2025-O-027 on August 19, 2025, governs conduct within Harmony Square, the 1.6-acre plaza at 6700 North Street. Item (B)(2) prohibits "smoking, vaping, or otherwise ingesting any product or substance that produces visible smoke, vapor, or a noticeable odor upon exhalation," and expressly names tobacco products and electronic cigarettes as defined in § 120.02 and cannabis products as defined in § 132.50 as covered items, so the ban reaches ordinary cigarettes, vape pens and cannabis consumption alike with no carve-out for outdoor, open-air use.

The prohibition applies throughout the entire plaza rather than being limited to seating areas or the artificial turf, and it operates on top of, not instead of, any other village or state smoking regulation, since the section opens by stating the Harmony Square rules apply "in addition to any other applicable regulations governing conduct in public spaces." The plaza's posted hours run 7:00 a.m. to 10:00 p.m. daily except for posted special events, and the smoking ban applies whenever the square is open to the public during those hours. Tinley Park Police enforce the ban alongside the square's other listed prohibitions, including bans on skateboards and scooters, overnight encampments and open-flame cooking.
