Calvert County, MD Public Conduct: Public Alcohol Use (2026)

Section 82-2-104 of the Calvert County Code makes public drinking the default-prohibited activity on any Department of Parks and Recreation property, then carves out a short, specific list of places and conditions where it is allowed. Subsection A bars consumption everywhere on park property except under a special event permit, at Chesapeake Hills Golf Course, at Breezy Point Beach and Campground, and at Wisner Hall inside Kings Landing Park. Even within those exceptions, § 82-2-104A(2) forbids drinking in restroom facilities, parking areas, playground areas and designated swimming areas, and § 82-2-104A(3) limits campground drinking to leased campsites at Breezy Point Beach and Campground.

Section 82-2-104A(4) goes further at Breezy Point, restricting what can be consumed there to beer not served from kegs, and wine, while spirits and liquor products are barred outright. Selling alcohol to the public on park property is a separate, tighter track under § 82-2-104B: it is allowed only at Chesapeake Hills Golf Course or at special events with a Department-approved permit, and any sale still needs a permit from the Calvert County Board of License Commissioners and the State Comptroller; glass containers, otherwise banned under § 82-2-101A(5), are permitted only at the golf course and at glass-approved special events.

The chapter applies to county park property outside the incorporated towns of Chesapeake Beach and North Beach. Violations funnel through § 82-1-104's penalty scheme: a $50 civil penalty per day of violation, possible loss of Department program eligibility, and, for anyone who refuses to leave when ordered or returns before being authorized back, a misdemeanor with up to a $1,000 fine and six months in jail.
