Section 4-2A-6 sits in title 4, chapter 2, article A, Dubuque's liquor control ordinance, and its ban reaches two distinct zones. First, "the public streets or highways or alcoholic beverages in any public place," carved out only for "premises covered by a liquor control license," meaning a sidewalk, a city park or a downtown area near the Port of Dubuque falls under the ban unless that specific footprint is licensed. Second, "any public school property or while attending any public or private school related functions," a restriction that reaches private-school grounds and off-campus school events alike.

The ordinance defines "school" for this purpose as any grade from kindergarten through grade 12, so it does not extend to college functions at Loras College or Clarke University. Because chapter 4-2A prints no penalty of its own for a § 4-2A-6 violation, enforcement falls back on the citywide general penalty at § 1-4-1, which ties the fine to Iowa Code section 903.1, subsection 1, paragraph a, and subsection 3, plus court costs, or, at the city's election, treatment as a municipal infraction carrying a civil penalty under § 1-4-2.

The Dubuque Police Department is the enforcing agency for street-level violations, and the same chapter separately makes supplying alcohol to a minor a scheduled violation under § 4-2A-3(I).
