Franklin Township, PA Public Conduct: Public Alcohol Use (2026)

A prohibits the "possession, sale and/or use of any alcoholic beverages or illegal drugs" in any park operated by Franklin Township, part of a longer list of prohibited acts and conduct in Chapter 16, Part 1 that also bars disorderly or boisterous conduct, gambling, begging, littering, and other behavior. The prohibition applies to "park(s)," a term § 16-101 defines to include all parks, playgrounds, recreation areas, open space, recreation structures and facilities, and their entrances and approaches, operated by the Township. There is no carve-out in the section for private events, permitted gatherings, or any BYOB allowance; the ban is unconditional as written.

Enforcement runs through § 16-106: any person found guilty of violating any provision of Chapter 16, Part 1, including § 16-103, in a summary proceeding before a Magisterial District Judge, faces a fine of not more than $1,000 per occurrence or act plus costs of prosecution, and imprisonment not to exceed 90 days, with each day a violation continues, or each separate section violated, treated as a distinct offense subject to its own per diem fine. 2.
