Franklin Township, PA Public Conduct: Skateboarding Rules (2026)

Township Code § 15-703 makes it unlawful for anyone to engage in roller-skating, skateboarding, or to ride or propel a coaster or other toy vehicle on any street, except to cross the roadway, or on any sidewalk located in a business district; the section does carve out an exception letting a pedestrian pull a coaster or toy vehicle, with or without a rider, along a sidewalk. The same section separately bars riding a sled on any sidewalk, or on any roadway unless that street is blocked off for sledding under § 15-105, while still allowing a pedestrian to pull a sled on a sidewalk.

A violation of § 15-703 is a summary offense carrying a fine of $5 plus costs. K flatly states that "using skateboards is prohibited" in any park operated by Franklin Township, without the crossing or business-district limits that apply on public streets. A park violation is far costlier than a street violation: § 16-106 sets a fine of not more than $1,000 per occurrence plus costs of prosecution for any violation of the Parks and Recreation Part, with each day a violation continues, or each separate section violated, treated as a distinct offense, and imprisonment of up to 90 days is also authorized for summary offenses.
