Michigan PA 2020-124 lets cities create social districts where adults may carry licensed-bar drinks in approved cups within a defined commons area. Grand Rapids established a downtown Social District covering parts of Monroe Center, Ottawa, and Ionia, with posted maps and signage. Outside that area, public consumption of alcohol on streets, sidewalks, and in parks remains prohibited under city ordinance unless a special event permit authorizes it. Drinks must stay in the Social District cup, the district boundary, and a 21-and-older holder; glass and outside alcohol are banned.
Drinking from open containers outside the Social District, crossing district boundaries with a cup, or carrying outside or glass alcohol downtown brings city civil infractions and possible state minor-in-possession charges.
