No person shall ride, propel, push or otherwise operate a skateboard, long board, roller skates or inline skates anywhere within the area described in Section 9.604. ... The area of the City in which the prohibition of Section 9.602. applies is the Downtown Improvement District as described in Section 1.960 of the City Code, except that portion of the Downtown Improvement District that is north of I-196.

Chapter 165 (§ 9.602) bars riding, propelling, pushing, or otherwise operating a skateboard, long board, roller skates, or inline skates anywhere within the Downtown Improvement District described in § 9.604: the portion of the district south of I-196. Riders under 15 may still use any public sidewalk in that area; riders 15 and older may use public streets or alleys instead, and riding is always allowed on private property with the owner's permission (§ 9.603). Riders out after dark must show a forward white light visible from 300 feet and wear reflective outer clothing (§ 9.606).
