Rockland County, NY Public Conduct: Public Alcohol Use (2026)

L. No. 5-1985), governs Rockland County Park Commission property. It bars any person from having, possessing, carrying or transporting a narcotic drug or any liquor, wine, beer or other alcoholic beverage in or upon a park with the intent to consume it there, or to have another person consume it there, and separately bars actually using a narcotic drug or drinking or otherwise consuming any of those alcoholic beverages in or upon any park area. The only carve-out is for alcoholic beverages sold in the park under a state license, or consumed under special approval granted by the County of Rockland or the County Executive, meaning a licensed concession or an approved permitted event can serve alcohol where an ordinary picnicker cannot bring a cooler of beer.

The rule sits in the same chapter as the county's other park conduct bans, including § 315-18's prohibitions on loud or indecent conduct, and § 315-19, which makes parents and guardians responsible for keeping minors from any act the chapter prohibits, including underage drinking on park grounds. Because Chapter 315 only reaches land under the Park Commission's jurisdiction, this ban is a county-parks rule; alcohol regulation on a town's own streets, sidewalks or municipal parks is set by that town, not by Rockland County.
