Green Bay, WI Public Conduct: Public Urination (2026)

Section 26-14, "Depositing human waste," is a single flat prohibition with no carve-outs written into the text: no person may deposit human waste products, or urinate or defecate, on any public or private property, unless it goes into a toilet or another device designed and intended to ultimately send that waste into a septic or sanitary sewer system. The section doesn't distinguish between someone's own property and someone else's, doesn't create an exception for outdoor events, camping, or emergencies, and doesn't require a complaint from a specific victim the way some public-conduct offenses do; the conduct itself is the violation.

It sits in Chapter 26 alongside related public-order offenses like obstruction of aisles (§ 26-13) and animal trespassing (§ 26-12), and like most of that chapter it carries no dedicated penalty clause of its own, so the general Chapter 26 penalty structure governs enforcement. Citations can be issued by the Chief of Police, Fire Chief, Superintendent of Inspection, or Director of Public Works, or officers they've delegated that authority to with Common Council approval, under § 26-1.
