Amarillo, TX Public Conduct: Skateboarding Rules (2026)

Section 16-3-351 of the Amarillo Code of Ordinances, in the traffic chapter, provides that 'No person upon rollerskates or riding in or by means of any coaster, toy vehicle or similar device, shall go upon any roadway except while crossing a Street on a crosswalk,' and grants crosswalk users the rights and duties of pedestrians while crossing. Separately, Section 12-7-11(a) governs the Amarillo Skate Park at John Stiff (Southwest) Park and any other city-built skate facility: users may 'use only roller skates, skate boards, or bicycles in or on the facility,' must use it 'as designed' without modifying surfaces or features, may only skate or bike on structures designed for that purpose, cannot attach pegs to a bicycle, cannot use the facility when the surface is wet, and cannot bring in food, beverages, tobacco products, glass containers, pets, alcohol or drugs, or play loud music.

Reckless behavior at the skate park, defined as consciously disregarding a substantial and unjustifiable risk of injury or property damage, is separately prohibited under Section 12-7-11(a)(11). The Traffic Engineer administers roadway rules citywide, while the Parks Director administers skate facility rules under Chapter 12-7.
