Boise, ID Public Conduct: Skateboarding Rules (2026)

Boise City Code chapter 14 (originally 1952 Code section 10-18, recodified in 2019) sets two overlapping downtown zones. The All Wheels Down Zone runs roughly from the west side of 5th Street to the east side of 13th Street and from the north side of Myrtle Street to the south side of State Street, plus a smaller strip along Fulton Street between 8th and 9th Streets. Inside it, section 6-14-3(A) makes it unlawful to use a wheeled apparatus, defined in section 6-14-2 as a nonmotorized, gravity- or human-powered device such as inline skates, skateboards or skates (bicycles, carts and disability-assistance devices are excluded from the definition), unless its wheels are covered or made of polyurethane or rubber.

The same subsection bans careless or heedless use likely to endanger anyone, specifically calling out riding a skateboard without all wheels on the ground, riding rollerblades or skates without at least one foot on the ground, and contacting buildings, planters, railings, benches, chairs, plants, signs, light poles or other fixtures with the device. A smaller, fully overlapping Dismount Zone, bounded by the south side of Main Street and north side of Idaho Street between 5th and 13th, plus the area between Bannock and Front Streets from 9th Street to Capitol Boulevard, bans wheeled apparatuses entirely under subsection C, regardless of how carefully they are used.

Section 6-14-3(B) separately bars using any wheeled apparatus in a parking garage without the prior written authority of the owner or the owner's agent. Section 6-14-4 excludes law enforcement personnel acting within the scope of their employment from every prohibition in the chapter. Section 6-14-5 classifies any violation as an infraction, subject to the citywide infraction penalty in section 1-4-2 of the Boise City Code.
