Duluth, MN Public Conduct: Skateboarding Rules (2026)

2 of the Duluth Legislative Code lists four settings where skateboards, inline skates and rollerskates are off-limits. Subsection (a) bars riding on any public sculpture, statue, monument, fountain, planter, flower or tree box, flower bed, garden, public seating, benches, railings, or the walls of any public building or structure, or on other equipment in a city park or on public property. Subsection (b) bans riding anywhere on the grounds of the main branch of the Duluth Public Library or the Duluth Entertainment Convention Center at any time.

, or at any hour in areas the city council has posted by resolution; the ordinance borrows its definition of business district from Sec. 33-1 of the traffic code. Subsection (d) prohibits riding on any public street, sidewalk or pedestrian area in a manner that endangers others or property, listing failure to yield to vehicles, unreasonable speed, failure to yield to pedestrians, and jumps or tricks that cause injury or damage as examples of endangering conduct. Subsection (e) makes a parent or guardian responsible for letting a child under eight ride unsupervised on a public street or alley.

The Duluth Police Department enforces the section, and a violation of any part of Sec. 2 is a misdemeanor punishable by up to 90 days in jail, a $1,000 fine, or both. The current penalty and business-district language were last amended by Ordinance No. 10905 on July 29, 2024, updating a rule that dates back to Ordinance No. 8887 in 1988.
