No person shall engage in skateboarding, roller skating or roller blading anywhere in the downtown core area, on any public parking lot, parking garage, parking ramp, or in any manner that damages property. For example, these conveyances may not be operated on benches, planters, railings, decorative brick areas and any other similar place.(d)It shall be unlawful for any person utilizing or riding upon any skateboard, roller skates, or roller blades to ride or move about in or on any public or private property when the same property has been posted, pursuant to the provisions of this article, as a no skateboarding, roller skating, roller blading or similar activity area.(e)It shall be unlawful for any person, where such use is permitted, to use a skateboard, roller skates, roller blades, or any similar device in a careless, negligent, damaging, or dangerous manner on a street, sidewalk, or other public property within the city.
