Sec. 29-7. - Use of roller skates, skateboards, toys and similar devices restricted. (a)No person upon roller skates or riding in or by means of any motorized or non-motorized hoverboard, scooter, coaster, skateboard, toy vehicle, or other similar device with any number of wheels, shall go upon any roadway except while crossing a street on a crosswalk, unless no sidewalk exists at the location. If no sidewalk exists at the location, the vehicle or conveyance must be used in compliance with state law. (c)It shall be unlawful for a parent or legal guardian of a child under the age of fifteen (15) to allow said child to violate this section while operating or using any vehicle or conveyance described in this section on any sidewalk, right of way, roadway, street, or highway.

Sec. 29-7 of the Pearland Code of Ordinances, part of Chapter 29's Article II miscellaneous traffic rules, prohibits any person "upon roller skates or riding in or by means of any motorized or non-motorized hoverboard, scooter, coaster, skateboard, toy vehicle, or other similar device with any number of wheels" from going upon any roadway, with two exceptions: crossing a street at a crosswalk, or riding where no sidewalk exists at all (in which case the rider must comply with state law). Subsection (b) requires anyone on one of these devices to come to a complete stop before crossing a roadway and to cross only when it is safe; while crossing, the rider is treated exactly like a pedestrian, gaining pedestrian rights of way but also taking on a pedestrian's duties, such as obeying traffic and pedestrian signals.
Subsection (c) extends liability to parents and legal guardians: it is unlawful for a parent or guardian of a child under the age of fifteen to allow that child to violate the section while operating one of these devices on any sidewalk, right-of-way, roadway, street, or highway, meaning a parent can be cited even if not personally on the roadway. The section traces to Ord. No. 1587, adopted December 16, 2019, when the city repealed and replaced the entire former Chapter 29, and was updated by Ord.
