Peoria County, IL Public Conduct: Skateboarding Rules (2026)

Section 7.3-27 of the Peoria County Code lists the conduct barred inside the courthouse and on the courthouse square, the block bounded by Main, Adams, Hamilton Boulevard and Jefferson Streets in the City of Peoria as defined in Section 7.3-22(g). Subsection (c) singles out skateboards: no one may ride one, or let it roll or coast, anywhere in the courthouse, on the square, or on any sidewalk or roadway in or around the square. The same subsection extends the ban to roller blades and roller skates whenever they could damage county property, and a separate subsection (d) limits bicycle riding in the square to trips that comply with the Illinois Vehicle Code.

Section 7.3-23 puts the Peoria County Sheriff, or any peace officer, in charge of enforcing the article, and gives the sheriff, the county administrator and the facilities manager authority to eject anyone who breaks these rules from the courthouse or the square outright, without waiting for a citation to be issued. The square itself is only open to the public from 6:00 a.m. to 10:00 p.m. under Section 7.3-35, so skateboarding is off-limits the entire time the square is open, and the property protection rules of Section 7.3-24 back up the ban by separately forbidding anyone from damaging benches, sidewalks or paving.

Penalties for skateboarding, and for the other prohibited conduct listed in Section 7.3-27 such as alcohol use, fireworks and unauthorized fires, run through the courthouse article's own penalty clause rather than through a separate ordinance, keeping enforcement in the hands of the sheriff's office and facilities staff rather than requiring a fresh criminal complaint for a first skateboarding stop.
