Texas City, TX Public Conduct: Skateboarding Rules (2026)

The park rule sits in Chapter 92 of the Texas City Code of Ordinances. Section 92.06 makes it unlawful for any person to intentionally or knowingly use a skateboard, roller skates or in-line skates in or upon any prohibited area of a city park, building or facility. The ban is not blanket. A prohibited area is one determined by the Director of Recreation and Tourism and designated by proper signage. If the Director has not designated an area and marked it, the section does not reach it, and where a sign is posted the sign defines the boundary.

The offense requires a mental state. The code says intentionally or knowingly, so a person who rolls into a marked area with no idea it is restricted is treated differently from one who passes a posted sign and keeps skating. The rule covers three kinds of equipment by name: skateboards, roller skates and in-line skates. It applies to parks, but also to a building or facility that the City of Texas City owns or runs, which reaches recreation centers and similar sites.

Streets are governed by a different chapter. Section 70.07 in the traffic title says no person upon roller skates or riding in or by means of any coaster, skateboard, toy vehicle or similar device shall go upon any roadway, except while crossing a street on a crosswalk. A person crossing in a crosswalk is granted all of the rights and is subject to all of the duties applicable to pedestrians. In practice, a skater in Texas City, Texas has to stay on sidewalks and park paths outside the marked zones, and cross the roadway only at a crosswalk.

The Recreation and Tourism Director also has authority under § 92.03 to prescribe written rules for the orderly use of parks and recreational facilities, and the Texas City Dike has its own rules. Those rules are kept for public inspection in the offices of the Recreation and Tourism Director.
