City Code Sec. 22-50 splits the prohibition into two parts. Subsection (a) makes it unlawful for a person on roller skates, or riding a coaster, skateboard, toy vehicle, or similar device, to go upon any roadway, with a single exception: crossing a street at a crosswalk, where the skater or skateboarder is treated exactly like a pedestrian, gaining all pedestrian rights and taking on all pedestrian duties, such as obeying walk signals. Subsection (b) is broader and applies off the roadway too: it is unlawful to roller skate or skateboard on any curb, bench, rail, monument, or other structure located on a street or sidewalk in the city, or on any city-owned property, and the section specifically names city parking lots, parking decks, and their entrances and exits as covered locations.

The ordinance dates to Ord. No. 3327 (Nov. 19, 1991) and was amended by Ord. No. 3369 (Feb. 13, 1992) to add the structure-and-city-facility language in subsection (b), reflecting the city's later focus on stopping curb, ledge, and rail skateboarding downtown and around municipal buildings.
