Coeur d'Alene, ID Public Health Rules: Food Handler Certification (2026)

The Coeur d'Alene Municipal Code does not create its own food handler card. Section 5.75.030(C)(1)(e) instead ties the city's concession permit to the state credential: an applicant for a Class A, B or C permit, meaning a mobile food concession, a mobile food cart or a nonmobile concession, must supply proof that all workers have a current Idaho food handlers certificate, if required by law. The same item requires a letter or certificate of approval from Panhandle health district if the district's rules and regulations call for it. The code leaves the question of who needs a card to that outside law; what the city adds is the paperwork checkpoint at the permit counter.

The proof travels with the rest of the application, which is completed on a city form and filed with the city clerk before the vendor operates. Under section 5.75.030(C)(3), the clerk grants the permit if the application is complete, the permit fee is paid, and the chapter's standards are satisfied, so a missing certificate leaves the application incomplete. A denial, whether of a new permit or a renewal, can be appealed to the city council by a written statement filed with the clerk within ten (10) days.

Class D permits, for mobile retail concessions, are not on the list because section 5.75.040(C) provides that no food or beverages may be sold under that class. Vendors selling food on public property face a companion step: under section 5.75.060 a nonmobile food concession must obtain a valid public health permit before the city permit issues, and the city permit application is made on the clerk's form ten (10) days in advance of the desired dates of operation.

The permit is valid for the calendar year and expires on December 31, and a current Panhandle health department permit must stay conspicuously displayed on each food or beverage concession. Each individual concession needs its own application, so a vendor running two units supplies worker proof for both.
