260 sets the rules for vendors inside an event venue. Subsection (a) gives the special event permit holder or organizer the right to control and regulate who sells goods, food and beverages at the event. Subsection (b) requires every authorized vendor to display that authorization as the economic development manager directs, bars unauthorized vendors from selling anything, and puts responsibility for each vendor's own taxes and fees on the vendor, not the organizer. Subsection (c) adds the food-specific layer: any vendor selling food or beverages must separately obtain and display a food handler's card or permit, plus any other health permit the Yakima Health District requires, again in the manner the economic development manager sets.

That health-district permit is independent of the event authorization itself. 290 makes it separately unlawful for any person, vendor or not, to sell or offer to sell goods, food or beverages in a special event venue without authorization. 300 lets the city bill the event organizer for its enforcement costs, due within fourteen days of invoice, on top of any fine.
