Boston's Rodent Action Plan and the City Sanitary Code require property owners, builders, and food businesses to prevent rat harborage, store trash properly, and obtain rodent inspections before major construction or demolition work begins.
Under the Boston Public Health Commission Rules and Regulations and Boston Code Chapter 16, owners must keep premises free of rodent harborage, repair holes larger than a quarter inch, and store refuse in tight rodent-proof containers. The Boston Rodent Action Plan further requires a baiting plan and pre-construction rodent inspection by a licensed pest control operator before ISD issues many demolition or excavation permits. Food establishments must contract with a licensed pest professional and keep service logs on site. Inspectors from ISD and BPHC respond to 311 complaints and can issue corrective orders within 24 hours when a rodent harborage is observed.
Failure to abate harborage, missing pre-construction baiting plans, or improper trash storage can trigger BPHC orders to correct, daily fines up to $300, and stop-work orders on construction sites.
