Decatur, GA Public Health Rules: Rodent Control (2026)

Decatur's demolition rule is narrow but specific: UDO Sec. G lists four conditions that must all be satisfied before demolition of any structure begins, and the second is the pest control requirement. A State-licensed Pest Control Agency must certify, and the Building Official must receive verification of that certification, that the premises show no evidence of vermin or rodent infestation that would be disturbed or migrate off-site during demolition, and that any infestation actually found has been abated first. The other three conditions round out the demolition checklist: a demolition permit that folds in any required Erosion and Sedimentation Control or Tree Conservation Plan, a State-licensed hazardous material abatement contractor's lead-based paint and asbestos program forms filed with the Georgia Environmental Protection Division along with approved landfill invoices, and confirmation that all utilities are terminated and capped at the right-of-way.

This is a demolition-permit condition, not a standalone rodent ordinance; Decatur's broader unsanitary-premises rule at Code Sec. 54-56 bars owners from keeping weeds, garbage, trash or dead limbs that create an unsanitary or dangerous condition, but that section does not name rodents or vermin specifically, so the certification requirement in Sec. 2 is the only provision in the code that speaks to rodent infestation by name.
