12 of the Codified Ordinances governs outdoor storage in residential districts: it must sit behind the dwelling's front building line, be stored in an orderly manner such as being stacked, and must remain free of stagnant water, weeds and vermin, with the City able to require screening on a case-by-case basis. Front-yard storage of residential materials is capped at seventy-two hours. 11, imposes the identical vermin standard on outdoor and bulk storage and display areas, requiring the Planning Director to approve storage locations and keep them clear of pests, stagnant water and weeds so they don't interfere with parking, drainage or pedestrian access.

Together the two sections are Medina's operative vector-control rule for private property: rather than a standalone pest ordinance, the City folds rodent and vermin prevention into how outdoor storage is sited and maintained, tying it to Zoning Ordinance enforcement rather than a health department inspection program. There is no separate City health officer program for rodent baiting or extermination; property owners who let stored material breed vermin are in violation of these storage standards and can be cited by the City's zoning enforcement staff, with the underlying goal of preventing harborage conditions before they require a broader nuisance or property-maintenance response under the adopted International Property Maintenance Code.
