401, all exterior property must be kept free from rodent harborage and infestation; where rodents are found, they must be promptly exterminated by approved processes that will not injure human health, and proper precautions must follow to eliminate harborage and prevent reinfestation. 402 extends the same standard to structures themselves, covering both insects and rodents. Responsibility is split by occupancy type. 403 puts extermination duty on the structure's owner before renting or leasing it out. 404 places responsibility on the occupant. 405 makes the owner responsible for extermination in shared or public areas and the exterior property, though if an occupant's own failure to prevent infestation in their occupied area causes the problem, that occupant becomes responsible instead.

406 sets the ongoing standard: the occupant of any structure is responsible for keeping it in a continued rodent- and pest-free condition, except where the infestation stems from a defect in the structure itself, in which case the owner must handle extermination. , effective June 12, 2009.
